Paul Clark, P.G.

President, Director

Paul joined Allied Environmental Consultants in 1994 as a geologist, becoming President in 2007.  He also serves as senior project manager, responsible for continued development of Allied’s services and programs under CWA, CAA, RCRA, and CERCLA.  Paul supports a wide range of solid waste and hazardous waste management projects for clients ranging from government agencies to Fortune 500 companies.

Since entering the environmental consulting industry in 1988, he has developed project plans complying with CERCLA and RCRA regulations, including sampling and analysis plans (field sampling plan and QAPP) site health and safety plan and work plans.  He has written project plans for sites with primary contaminants of concern such as PCBs, PAHs and cyanide compounds, petroleum hydrocarbons, volatile organic compounds, and semi-volatile organic compounds.  Paul has been involved in numerous indoor air quality projects and has developed successful approaches in sampling and solving indoor air quality problems.  Born and raised in the Kansas City, Missouri area, he graduated from Northwest Missouri State University with a Bachelor of Science in Geology, and is a registered Professional Geologist in Kansas and Arkansas.  He is also certified as an 8- and 40-hour instructor for OSHA Hazardous Site Operations and Management and maintains an annual radiation safety training certificate.

Don Breit, P.G.

Vice President, Director

Don has been with Allied Environmental Consultants since its creation in 1989, having previously performed geotechnical work for a former sister company.  He is responsible for soil and groundwater characterizations, remedial design and administration and supervising field activities during characterization for site assessments (Phase II).

Don’s primary focus is managing the environmental needs of Allied’s clients in the agriculture industry, providing characterization, regulatory agency negotiation and proposing solutions for remediation.  A native of Ashland, Kansas, Don graduated from Fort Hays State University with a Bachelor of Science in Geology, and is a registered Professional Geologist in the State of Kansas, as well as a Certified Professional Geologist with the American Institute of Professional Geologists.  He is also certified as a Hazardous Materials Manager with the Institute of Hazardous Materials Management and a certified Asbestos Inspector and Project Manager.

Ted Francis, P.E.

Vice President, Director

Ted Francis has been with Allied Environmental Consultants since 2008. In his capacity as an Environmental Engineer, he specializes in landfill design and permitting, CWA regulation (SPCC and SWP2 plans), RCRA hazardous waste disposal and management, groundwater remediation and environmental audits for industrial facilities.

Originally from the Kansas City, Kansas area, Ted graduated from the University of Kansas with a bachelor of General Studies with a focus on Environmental Studies, and the University of Arkansas with a Master of Science in Environmental Engineering. He holds a Professional Engineering license in the State of Kansas, is certified for OSHA Hazardous Waste Operations, and maintains an annual radiation safety training certificate.
